Warwickshire residents warning around cowboy gardeners

Warwickshire householders are being ripped off by doorstep cowboy gardeners who charge thousands for poor quality work and then illegally dump the garden rubbish they create.

Warwickshire County Council Trading Standards is advising residents not to accept offers of gardening services from unexpected doorstep callers and thoroughly check anyone they are considering employing, for example those who advertise by flyers and cards dropped through the letterbox.

Warwickshire County Councillor Andy Crump, Portfolio Holder for Community Safety said:

“Rogue gardeners know little or nothing about trees and plants and will often just attempt to cut down anything they see before illegally dumping the garden waste, leaving your garden in a worse state than before!”

“You can’t tell a good gardener from a bad one on the doorstep, so consider following our five top tips to achieve a beautiful garden.”

1)Rogue gardeners hide behind false names and addresses. Never buy from the door and always ensure you know where a trader is based before you employ them.

2) Legitimate traders should have public liability insurance to cover any damage they might cause to your property (or your neighbours). This is especially important if you are employing a gardener/landscaper/tree surgeon to trim branches or remove trees.

3) Look for a gardener with a professional qualification. There are many different schemes available, such as NVQ, HND, NPTC and RHS.

4) Seek written quotes from a number of gardening/landscaping businesses before you choose a service.

5) If you’re not sure who to turn to, consider ‘No Rogue Traders Here’, Warwickshire Trading Standards Service’s trusted trader scheme (phone 0800 233 5000), or other recognised schemes.

Clifton Neighbourhood Watch – June 2018

At the time of writing there have been no reported crimes since the numerous thefts from vehicles last month. The police have asked everyone in the village not to leave their cars unlocked when unattended, even for a short period of time. It is very easy for a criminal to walk around the village checking car doors until he finds one that is open and then he can help himself to anything that is in it. The same goes for open garage doors.

Those of you that signed up for the police Community Messaging Service will have received eMails from the police advising you of current police activity, scams, fraudulent activity etc. To join this service go to; The police have been using their HGV spotter vehicle to identify driving offences. There has been an increase in criminal activity using texts and eMails. Criminals have been active in the area offering a drive/block paving cleaning service quoting £100, but once they have started the work the cost trebles and they will not back down, they are persistent and aggressive; don’t ask callers to do the work, find a professional.

Despite there being no reported crimes in Clifton for two months there have now been several within a couple of weeks. There has been some criminal damage to the tennis courts in the playing field and there have been several cars in the village that have been broken into. These crimes have been reported to the police. If you have any information, no matter how small, that might help the police arrest these criminals please contact the police by calling 101.

Clifton Neighbourhood Watch


There have been no reported crimes during the previous four weeks. The focus this month’s in on identity fraud. Here are some tips:

POST – Make sure your letter box is secure and no one can take your mail. When you throw away any letters, documents etc. shred them first if they have anything that is confidential e.g. date of birth, PIN, passwords, account details or any other personal information. Criminals can cause problems if they have your name, address and just one other item of personal information.

PHONE – Do not give anyone any personal information over the phone if they call you. To reduce scam calls etc. opt in to the Telephone Preference Service which should stop some calls. If you have a BT phone line opt in to BT Call Protect, BT will automatically block many known scam/nuisance calls and you can block any other calls you do not want. If you receive a call, and to reassure you they ask you to call them back do so from another phone e.g. your mobile. They can hold their call so irrespective of what number you dial they are still on the end of the line. Do not give any callers details of your PC, laptop, iPad etc. even if they say you have a fault on you broadband etc. and they are from BT, Microsoft, your broadband provider etc. If they gain remote access to your device they can steal all sorts of personal information.

COMPUTER/MOBILE – Do not give anyone any personal information, similar to POST and PHONE above. Be very wary of “phishing” eMails/texts, particularly if they ask you to click on a link or go to a website. These may be identified; if the senders address is not genuine e.g. , they are addressed to dear sir/madam/customer rather than you by name, or saying your eMail service is about to lapse click here to continue using your eMail address.

SOCIAL MEDIA – This can tell criminals a good deal about you and your life even if you have not given them access. If they have obtained your name and address from social media or elsewhere and they note you have said you are having a great time on the beach they will call at your house with a good chance you will be away and they can rummage around at leisure.

Green Energy Scams

Many businesses are involved in the legitimate sale of green energy devices, for example solar panels.

Unfortunately Warwickshire Trading Standards has become aware of fraudsters targeting this business sector to sell green energy devices that don’t work together with expensive and unnecessary maintenance contracts. This has resulted in substantial financial losses to many consumers who have fallen victim to this fraud.

Residents who already have solar panels fitted to their homes are particularly at risk of being targeted.

Fraudsters, who make their approaches either on the doorstep or over the phone, often use the following tactics:

  • Informing the resident that their solar panel supplier has ceased trading and the panels installed may be dangerous.
  • Advising the resident that new legislation requires them to have a device installed, and failure to install it would mean the emergency services would not attend if the solar panels caused a fire.
  • Implying that they have taken over from the original supplier and are offering a ?free health check?.

A ‘sales’ visit is undertaken and the resident is sold a device and/or maintenance contract for their system. These devices may not be of any use and the maintenance contracts, which could last up to 20 years may not be insurance backed and therefore may be of little potential value and offer no protection if the company ceases trading. In some instances, fraudsters are taking payment up-front for these contracts (often by encouraging the householder to take out a loan), rather than regular payments and then disappearing, providing no service at all.

Prevention Advice

  • Don’t buy goods or services from unexpected doorstep sellers or telephone cold callers. You can’t tell a good trader from a bad one on the doorstep!
  • Be wary of special offers or warnings about your home.
  • Contact your original installer to confirm any information supplied about their current trading status.
  • Never pay up front, and don’t pay by cash. Pay with a cheque (which can be traced if necessary) or if the service or goods cost more than £100 then use a credit card as this offers extra protection.
  • Doorstep Selling Regulations give you 14 days to cancel the agreement. If you cancel, any monies that you have paid should be returned to you.
  • The trader must give you a written notice of your cancellation rights when you agree the contract. If the trader doesn’t provide you with this information, they commit a criminal offence.
  • The trader can only carry out work within this cancellation period if you have given your agreement in writing. Do not feel pressured into signing a document allowing the installation to be undertaken immediately.

False claims of Telephone Preference Service

Fraudsters are cold-calling victims, falsely stating that they are calling from one of the well-known UK telecommunication service providers. They call victims claiming to provide a ‘Telephone Preference Service’ – an enhanced call-barring service, which includes barring international call centres.

The fraudsters ask victims to confirm/provide their bank account details, informing them that there is a one-off charge for the service. Victims instead see monthly debits deducted from their accounts, which they have not authorised. The fraudsters often target elderly victims.

In all instances, direct debits are set up without following proper procedure. The victim is not sent written confirmation of the direct debit instruction, which is supposed to be sent within three days.

On occasions when victims attempted to call back, the telephone number provided by the fraudster was either unable to be reached or the victim’s direct debit cancellation request was refused.
During 2017, there were 493 Action Fraud Reports relating to this fraud. 

Protect yourself:

  • There is only one Telephone Preference Service (TPS). The TPS is the only official UK ‘do-not-call’ register for opting out of live telesales calls. It is FREE to sign-up to the register. TPS never charge for registration. You can register for this service at
  • You will receive postal confirmation of genuine direct debits. If you notice unauthorised payments leaving your account, you should contact your bank promptly.
  • Always be wary of providing personal information, or confirming that personal information the caller already claims to hold is correct. Always be certain that you know who you talking to. If in doubt hang up immediately.

Santander Fraud Awareness Workshop

Santander is organising a workshop to raise fraud awareness in the local area as part of Santander’s UK-wide initiative to help elderly customers combat fraud – It is known as the Scam Avoidance School (SAS). Santander is planning a 45 minute workshop at 11.00 am on Thursday 22nd March 2018 inviting people to attend at the Santander Bank in Market Place, Rugby.

Although the SAS workshop is geared to the over sixties, anyone who has an interest in learning more about Scams and how to deal with them is welcome to attend.

Clifton Neighbourhood Watch

Clifton Neighbourhood Watch has been running for over thirty years and has been very successful in promoting a safer neighbourhood and helping the police to solve local crimes. Sadly, in recent times, and perhaps due to the relatively low crime rate in Clifton, it has become rather passive. However, there have been changes at national level and there is a re-launch of Neighbourhood Watch (NHW) within Rugby. Clifton NHW is following this lead and is being revitalised under the current chairmanship of David Glover.

There will be regular updates on specific crimes, trends, and initiatives being taken by Clifton NHW in conjunction with the police. Local events will be held for property marking and residents will be given the opportunity to record the speed of vehicles driving through the village using the police speed gun and reporting them to the police for further action.

There were zero crimes reported in Clifton during the previous four week period. Speeding traffic in Clifton is currently a priority for the police.

Community Priorities for the Fosse division

The Rugby Rural North Policing Team are asking residents to start to think of the next round of Community Priorities for the Fosse division.

They have been listening to suggestions from the community about current issues and these are included in the latest online poll. Please take the opportunity to participate in this poll (accessed through the link below) and share far and wide.

The two most popular issues (by votes cast) will be adopted by the team as of 1st March.
